JAMMU, Mar 25: The Government today assured the members of the Upper House that a bill would be brought in the House after evolving political consensus on providing representations to the areas of Poonch, Doda, Leh and Kargil in the Legislature.
The resolution in this regard was moved in the House by the Congress Member Ravinder Sharma, who asked the Government to take steps to clear the ambiguity in the law relating to reservation of seats in J&K Legislative Council in view of upgradation of the status of Kargil and Leh tehsils to that of district and administrative bifurcation of the erstwhile district Doda and erstwhile district Poonch. He pointed out that out of one each reserved seat for erstwhile district Poonch (including parts of Rajouri) and erstwhile Doda which comprised of Ramban and Kishtwar besides other tehsils of Leh and Kargil districts have been deprived of the representation. Since decades only Poonch and Doda are getting representations while Rajouri, Ramban and Kishtwar were also once part of that. Similarly, other tehsils of Leh and Kargil also needed to be done justice. Even today people from Poonch and Doda districts are being taken and given this benefit ignoring other areas and same is the practice in Leh and Kargil.
He said if something wrong has been done and allowed to continue, it is the collective responsibility of all the members of this House to remove that and do justice with the entire area for which this reservation was once accorded. Narboo Gialchen and Aga Sayed Rizvi also supported the resolution.
NC member Devender Singh Rana and Naresh Gupta while opposing the same stressed for bringing a Bill in the House which needed political consensus and two-third majority for the passage.
Minister of State for Technical Education and Law, Vikar Rasool while replying assured the member that a Bill would be brought in the House after evolving political consensus. Later, on the assurance of Minister the resolution was withdrawn.
