Govt to start work on new HC complex

SRINAGAR, Nov 17: The Government has decided to execute the construction of new High Court complex in Bemina area of Srinagar at the cost of Rs 908 crore, the administration approval for which was granted earlier this year.
The Jammu and Kashmir Project Construction Corporation Limited has been given the contract for its construction and initial amount of Rs 10 crore will be released shortly to the Corporation for the construction of the complex.
The complex is being constructed at Rakhe Gund Aksha near the SKIMS Medical College on Bemina By-Pass.
The Government granted administrative approval (Order No. 3456 – JK (LD) of 2021 Dated 04.05.2021) early this year for the construction of New High Court at Rakhi Gund Aksha Bemina at an estimated cost of Rs. 908.20 crores with the execution of the project through Public Works Department.
The approval was subject to fulfillment of certain conditions, which include that the proposal is strictly devised and designed as per relevant latest I.S Code and Specifications of PWD/CPWD and that same is authenticated and proof checked by the competent authorities and while designing, latest HFL has to be taken in consideration for flood prone locations and adequate provisions in design need to be incorporated for making the structures resistant to earthquakes.
The Electrical/ Mechanical/ Electronic Components are authenticated by the Competent Authority of relevant field and the the standard specifications are followed as per CPWD, NBC and L.S Standards, it said.
The order laid down that specification as defined in CPWD Plinth Area Rate Schedule 2020 for the type of structure proposed in the DPR, are followed and adopted for the execution of the works.
The estimated time for the completion of the project is 3 years and once the High Court is shifted from City Centre it will decongest Srinagar City. The present building is adjacent to Civil Secretariat Srinagar and the area is highly congested.
