SAMBA, Sept 7: Setting all speculations to rest that the Coalition Government was delaying the construction of AIIMS and has proposed to shift the site of project from Vijaypur in Samba district to some other place, the Minster of R&B, Naeem Akhtar and Minister of Industries and Commerce, Chander Parkash Ganga today laid the foundation of Rs 19 crore road connecting the AIIMS Project site with Vijaypur.

The road will be constructed under Central Road Fund (CRF) and it will be completed in record period of six months, Naeem Akhtar told reporters after laying the foundation stone.
He said the construction work of road will be completed in March, 2018 and all steps will be taken to maintain the quality of work and speedy construction of road to the project. The Minister said that the construction of road is first necessity for starting the work on main project of AIIMS for shifting the machinery and material used for construction to the site.
He congratulated the people of the State for getting two AIIMS one at Vijaypur in Samba district of Jammu region and another near Awantipora in Pulwama district of Kashmir Valley.
He expressed the hope that two AIIMS in the State will also be completed in a time bound manner and said a good beginning towards the construction has been started with laying of foundation of road today.
Chander Parkash Ganga told reporters that all steps will be taken to maintain the quality of work. “Starting of work on road is the first step towards the construction of AIIMS at Samba”, he added.
While making a dig at Opposition Congress and Panthers Party (PP) who had accused the Government of delaying the project and intending to shift its site from Vijaypur to some other place, Ganga said that record number of projects were brought to the State during the rule of Narendra Modi at Centre.
He said those who ruled the country for 70 long years should explain the people that what they did during their time as compared to new projects brought for the State by the present Government. “Instead of misleading the people and spreading canards the Congress should explain the people that why they could not sanction AIIMS type projects for the State during its rule”, he added.
He, while taking on opposition for spreading canards that the proposed site was not good as its surface is lose, said that it is the era of technology and when bridges are being constructed in seas can’t AIIMS be constructed on this land by using the latest technical knowhow?
The Minister said that with the construction of two AIIMS in the State people will get proper medicare facilities inside the State instead of going outside like AIIMS Delhi, PGI Chandigarh or Amritsar etc.
Being the Centrally funded hospital, AIIMS in the State will be equipped with the latest testing machinery and people will get the treatment to their best satisfaction. Besides, the burden on the present Medical Colleges will also decrease in the State, he added.
He complimented the Prime Minister for sanctioning these projects for the people of this backward and border State.
The Minister said that the border people who were settled over the present site of AIIMS during Kargil war will be rehabilitated properly and the Government has identified the land for the same also.
The work on construction of Rs 35 crore bundh along the river Devika has already been started to protect the AIIMS land, he said, adding Rs one crore has been already released by the State Government for this project. The tube wells for the AIIMS have also been dug, he added.
He said under CRF maximum funds were given to Samba and an overhead bridge at the cost of Rs 36 crore will be constructed in Raya.
The MLA Samba, Dr D K Manyal and D C Samba Sheetal Nanda and officers of R&B were also present during the foundation of road.
