Govt sanctions Oxygen Generation Plants at 5 hospitals in Jammu division

JAMMU, Sept 17: In a series of initiatives at COVID times, the Government of Jammu and Kashmir has accorded sanction for installation and commissioning of Medical Oxygen Generation Plants at five prominent hospitals across Jammu division besides construction of 50-bedded integrated AYUSH Hospital at Billawar in Kathua.
At an estimated cost of Rs 2389.01 lakhs, these Oxygen Plants are being installed and commissioned at Super Speciality Hospital Jammu, Government Maternity Hospital Gandhi Nagar, Jammu, Government Chest Disease Hospital, Jammu, Associated Hospital, Government Medical College, Doda and District Hospital Reasi.
Separate orders in this regard have been issued by the Department of Health and Medical Education, J&K Government, according to which sanctions are accorded to the administrative approval for `Supply, Installation, Testing and Commissioning of Medical Oxygen Generation Plants’ at these hospitals.
An amount of Rs 1024.28 lakh has been approved for the installation and commissioning of Oxygen Generation Plant at Associated Hospital, Government Medical College, Doda while for Oxygen Plant at Super Speciality Hospital Jammu and Government Maternity Hospital Gandhi Nagar, Jammu, estimated costs of Rs 277.75 lakhs and Rs 253 lakh, respectively have been approved.
Similarly, cost of Rs 411.07 lakh has been approved for the Oxygen Plant at Government Chest Disease Hospital, Jammu while for the District Hospital Reasi, Oxygen Plant at an estimated cost of Rs 422.91 lakh has been approved.
As per the orders, there shall be no further cost and time overrun involved in the projects and set time shall be strictly adhered to. “No escalation shall be admissible under any circumstances,” read the orders.
Official sources told the Excelsior that work on these projects will start soon and the same shall be executed strictly as per the devised conditions and details.
The installation of Oxygen Plants at these Government health institutions is very significant, particularly during the ongoing COVID times when the hospital authorities are facing tough time in treatment of the critical Corona positive patients, who need uninterrupted oxygen supply.
Pertinent to mention here that all the premier health institutions, including GMC Jammu have very few beds having ventilator support due to insufficient oxygen supply amid alarming spike in COVID-19 cases thus turning the situation quite serious.
Maintaining that the approval shall not be construed as any rate approval or technical sanction for the project or any approval for inclusion in the plan, which shall be decided separately, the orders further read that the accord of administrative approval shall not be treated as an authority to spent money not covered in the budget and to create new posts, if any, provided for in the approval.
According to another order, the Department of Health and Medical Education has also accorded sanction to the administrative approval for construction of 50 bedded integrated AYUSH Hospital at Mandi Billawar, Kathua at an estimated cost of Rs 743 lakhs.
In the case of AYUSh Hospital also, the order makes it clear that there is no further cost and time overrun involved in the project and set time shall be strictly adhered to. The building plan and other relevant drawings of the project shall be authenticated by the competent authority well before the execution works.
