Govt repatriates 173 officers from former CM, Ministers

JAMMU, Jan 15: The Government today ordered repatriation of entire staff from personal sections of all former Ministers including the Chief Minister and termination of services of contractual employees with effect from January 8, 2015, who had been engaged by the former Ministers and posted in their personal sections in the Civil Secretariat at both Jammu and Srinagar, the two rotational capital cities of the State.
An official order No. 46-GAD of 2015 dated 15/1/2015 issued by the General Administration Department today called upon entire staff posted with former Cabinet Ministers and Ministers of State to report back to the GAD and other parent departments, where they had been posted prior to their deployment with the Ministers.
“The staff belonging to the Secretariat (Gazetted/Non-Gazetted) Services, Principal Private Secretaries, Private Secretaries and Administrative Officers of the HOD cadre, who were posted in various personal sections of former Cabinet Ministers and Minister of State in different capacities, will report to the GAD with immediate effect,’’ the Government order said.
It added that all other officers/Class-IV employees will also report back to the GAD.
“The officers/officials belonging to the Heads of Department (HoDs) and Corporations, who were posted in various personal sections of the former Ministers and Ministers of State in different capacity will report back to their respective parent offices immediately,’’ the GAD order said.
The Government ordered termination of all contractual employees engaged by the former Ministers (both Cabinet and MoS) in their personal sections with effect from January 8, 2015.
“The persons engaged on contractual basis in personal sections of the former Minister shall be paid salary only up to January 8, 2015 and their services deemed to have been terminated from that date,’’ the order read.
It said: “the Financial Advisor/Chief Accounts Officer in the former Chief Minister Omar Abdullah’s Secretariat will make an inventory of the stock/store items lying in private offices of the former Chief Minister at Jammu/Srinagar respectively and keep them in safe custody for which some employees as may be nominated by him shall be deployed by the GAD’’.
The order said that officers/officials working in private office of the former Chief Minister at Jammu will report to the GAD and their parent department from there they had been deployed. Similarly, the officials deployed in private office of the former Chief Minister at Srinagar will report to the Winter Secretariat at Srinagar or their parent departments, where they had been posted prior to their deployment.
“The Class-IV employees of different Public Sector Undertakings (PSUs) otherwise attached with the GAD, who were deployed in personal sections of former Ministers in terms of their initial order of deployment will continue to be deployed or attached in the GAD,’’ the Government order said.
As per the order, a total of 173 officials attached in personal sections of former Chief Minister and Ministers have been withdrawn from them.
The order said that Tariq Ahmad Kakroo, Officer on Special Duty (OSD) in the Chief Minister’s private office, Srinagar, will report back to his parent organization i.e. the State Power Development Corporation.
