Govt releases GIA for Registrars of Board for Ayurvedic, Homeopathic Systems

‘Boards to present political non-involvement certificate’

SRINAGAR, Mar 10: The Government has released the Grant-in-Aid (GIA) to the tune of Rs 7 lakh in favour of the Director, AYUSH J&K for further release to the Registrar J&K Board of Ayurvedic, Unani and Homeopathic System of Medicines while noting that the political non-involvement certificate must be sought from the boards before the further release of the GIA by the Directorate of AYUSH.
In this regard, the Health & Medical Education (H&ME) Department has sanctioned the advance drawal of Rs 4 lakh and Rs 3 lakh, respectively in favour of the Registrar of both the system of medicines in J&K.
The Grant-in-Aid, as per the details, has to be further credited into the official account of Registrar, J&K Board of Ayurvedic and Unani System of Medicines, J&K and Registrar J&K Board of Homeopathic System of Medicines, during the financial year 2022-23.
The release of funds has been made available subject to conditions which include that the Director, AYUSH, J&K shall vouchsafe the availability of funds under the Detailed Head and shall ensure that relevant Acts/Rules governing Ayurvedic and Unani Board are complied with and the Board is entitled to Grant-in-Aid from J&K Government.
The H&ME also stated as a condition that it needs to be ensured that the Boards are registered with the Registrar of Societies of J&K and that the political non-involvement certificate from the District Magistrate is sought before the release of GIA, which is under the revised guidelines that have been issued by the administration regarding the Grant-in-Aid.
The boards have been further directed and noted a condition, that their accounts must remain open for scrutiny and that the issued grant must be ensured to be utilized as per the set directives.
“The accounts of the grantee shall be open to audit by the Accountant General and the Health & Medical Education Department and the amount shall be utilized strictly as per Grant-in-Aid Rules/instructions issued by the Government from time to time,” H&ME said.
It further noted that the codal formalities/procedures / standing orders must be observed before the release of the amount to the Board. “Utilization Certificates, Income and Expenditure and other audited statements of the grantees shall be furnished to the department duly verified by the Chartered Accountant,” H&ME said, adding all previous utilization certificates shall be furnished to the Accountant General
It further directed that a separate account must be maintained by the grantee in respect of expenditure so far it relates to Grant-in-Aid and the amount shall be strictly utilized for the bonafide purpose.
