JAMMU, Jan 31: The State Government today relaxed 30 percent expenditure bar in last quarter of the financial year citing initial hiccups and delay caused in adoption of Budget Estimation, Allocation & Monitoring System (BEAMS).
A Government order issued by Principal Secretary, Finance Department, Navin Choudhary said it has been decided to relax 30 percent expenditure bar during last quarter of current financial year of 2018-19 as one time exemption, subject to some conditions.
“The relaxation will apply only to the funds released after October 1, 2018 by the Planning/Finance Department both under Revenue/Capital head. Expenditure during last month will be restricted to not more than 15 percent of the Revised Estimates 2018-19,” the Order said.
It added that no bills will be accepted by any Treasury Officer after March 27, 2019 under any expenditure head under Capex budget. All Administrative Departments will ensure that all bills are submitted to the Treasury by or before March 27.
