Govt nod to construct DH Reasi, Ayush Hospital in Samba at Rs 21 cr

Srinagar, Nov 6: The Health and Medical Education (H&ME) Department has accorded the administrative approval for the construction of the District Hospital at Reasi (Phase-II) as well as the construction of 50 bedded Integrated Ayush Hospital at village Nonath tehsil Ghagwal in district Samba.
As per details, the construction of the District Hospital at Reasi has been approved at the cost of Rs 13 crore and 94 lakhs while the construction of 50 bedded Integrated Ayush Hospital has been approved for Rs 7 crore and 83 lakh.
While detailing the conditions of the Administrative Approval, it has been stated that the works should be executed strictly within the approved cost and the proposals should be strictly devised and designed as per the latest relevant LS codes and specifications of PWD/CPWD and the same needs to be authenticated and proof checked by the competent authority (NIT/DIQC), before taking up execution in hand.
It has been directed that the standard specifications should be followed as per CPWD, NBC and I.S standards and the specifications as defined in the CPWD Plinth Area Rate Schedule for the type of structures proposed in the DPR should be followed and adopted for the execution of the works.
Further, it has been underlined that the rates for the items, not covered in 3K SSR or any other relevant Schedule, shall conform to the Analysis of rates based on an authentic Data Book, to be approved by the competent authority well before the invitation of tenders under set codal procedures.
Also, the administrative approval has noted that the lump-sum provisions, either in terms of percentage or fixed as made for certain components of the DPR are provisional and shall be subject to detailed estimates based on actual design details/requirements and relevant rates, to be framed and approved by competent authorities well before the invitation of tenders under set codal procedures.
The concerned have been directed that the inventory of serviceable material from dismantling shall be made and carefully recorded and that the cost of serviceable material used during execution must be deducted from work.
The H&ME Department has stated that the e-tendering mode should be followed for fixation of the award of contract for execution of the project while noting that the fragmentation of the project while tendering, is not allowed.
The conditions underscore that the building Plan and other relevant drawings of the project must be authenticated by the competent authority well before the execution of works and that there is no cost/ time overrun involved in the project and the set time is strictly adhered to, noting that the escalation shall be admissible under any circumstances.
The concerned have been asked to get the NOC from all Regulatory Authorities before the commencement of work and that the necessary load-bearing capacity test of soil shall be undertaken at the site beforehand.
