JAMMU, May 1: For the adjustment of newly promoted Masters, Lecturers and equivalent, the School Education Department has issued guidelines and also constituted District and Divisional level committees for making recommendations to the Administrative Department within a stipulated period.
According to the Government order number 519-Edu of 2013, dated 30-4-2013, the District Level Committees, comprising concerned Chief Education Officer (CEO), Principal DIET and the ZEO shall prepare the transfer/posting proposals within three days from the issuance of this order and submit the same before Divisional Level Committee, comprising Director School Education, Joint Director Elementary/Secondary Education and CEOs concerned.
After necessary scrutiny and recommendations, the Divisional Level Committees shall submit the proposals to Administrative Department by May 7. After the concurrence of Administrative Department concerned, Director School Education shall issue the transfer/posting orders.
To make the process of transfer/posting fair and transparent, the Government has defined four zones depending upon location, topography and accessibility of the school. The committees have been directed to adhere to the defined parameters and guidelines while preparing transfer/posting proposals.
The schools falling within distance of 15 kms by road or within distance of 2 kms on foot from place of residence have been categorized in A Zone while the schools falling at a distance of 15-40 kms and more than 40 kms by road have been kept in C and D Zones, respectively. The Schools falling at a distance of more than five kms on foot, extremely difficult or snow bound areas have been categorized as D Zone.
However, the persons with disabilities or suffering from terminal disease, those posted out of the district of their residence or in Zone D within the district of their residence and have completed the tenure, females and persons retiring on superannuation within two years will get possible preference in transfers and adjustments.
The cases of officers/officials serving in extremely difficult areas and having completed the stay of more than one year with satisfactory performance may also be examined by the District and Divisional Level Committees for their transfer near place of their residence, says the Government order.
