March 15 deadline fixed for finalization of deliverables

JAMMU, Feb 19: Government of Union Territory of Jammu and Kashmir has issued slew of directives to all the Administrative Secretaries for monitoring of ongoing developmental projects and field assessment of their respective departments. Moreover, March 15 deadline has been fixed for finalization of departmental deliverables for the financial year 2023-24.
Official sources told EXCELSIOR that a detailed review of the ongoing projects of different departments across the Union Territory of Jammu and Kashmir was held recently and after ascertaining the department-wise progress, the Chief Secretary Dr Arun Kumar Mehta directed all the Administrative Secretaries to take weekly reviews with respect to ongoing projects so as to ensure their timely completion.
“The Chief Secretary has clearly told all the Administrative Secretaries that there should not be any compromise on the completion of as maximum as possible projects before March 31 as the Government has already announced that the number of projects likely to be completed during the financial year 2022-23 is likely to be around 65,000 which shall be more than seven times of number of projects completed during the financial year 2018-19″, sources said.
Further, the Government has directed all the Administrative Secretaries to have a regular field assessment/check of their departments done through simulation of real cases for appropriate action against any employee found creating hindrances in implementation of schemes and initiatives or the system, sources informed, adding the Government has further directed for identification of the employees who discourage potential investors.
Moreover, the Chief Secretary has directed that the orders for identifying officers who have taken stand in courts without the approval of the competent authority and such stands have resulted in liabilities, be complied without further delay.
Meanwhile, the Government has fixed timeline of March 15 for finalization of departmental deliverables for the financial year 2023-24 with the directions to the departments to review the status of the deliverables for the current financial year.
“The departments have been asked to propose such deliverables which needs to be made part of the next year’s deliverables as well”, sources said, adding “the departments have further been asked to propose any other deliverable of significant public interest which needs to be monitored intensively at the Administrative Department level besides the decision of the Chief Secretary’s conference”, sources informed.
The developmental deliverables for the financial year 2022-23 are aimed at ensuring holistic and equitable development of all regions of the Union Territory whereby functions of all departments have been quantified to set time-bound targets to be achieved through the convergence of associated departments. The divisional and district administrations are already under direction to prioritize implementation of these departmental deliverables by undertaking pre-emptive planning, assessing current status, identifying the gaps and taking timely action to achieve the set targets.
To ensure equitable growth and development of all districts, certain district-specific deliverables have also been included which primarily focus on introducing various initiatives in the lagging districts for the first time including the development of master plans, climate-resilient plans, green-energy plans, tourism-related activities; the establishment of regional museums; barrier-free access in Government buildings and time-bound completion of various projects.
Meanwhile, the Chief Secretary has directed Rural Development Department to furnish details with regard to convergence meetings at the Panchayat level to be held on first Monday of every month. “Numberdars and Chowkidars should also be made a part of such convergence meetings resulting in a source of regular feedback from the field”, sources said quoting the directions of Chief Secretary.
The directions have also been issued to the concerned departments for ensuring that the process of promotions of staff including Patwaris and Village Level Workers is streamlined so that an adequate number of such important field functionaries are available.
