Govt invites suggestions for review of teacher cadre structure, recruitment norms

JAMMU, Sept 30: For review of teacher cadre structure and recruitment norms, the Department of School Education has invited views and suggestions of educationists, students, academicians, researchers and others.
According to a public notice, issued by the Department, the Government is mulling that a special cadre each of Primary Teacher and Elementary Teacher be created and the minimum eligibility requirement for the post is revised introducing Diploma in Elementary Education and Bachelor in Education at the relevant levels.
This would rule out, for future, induction of professionally unqualified persons as Teachers in the school system.
Likewise, the cadre of Subject-Teacher created for the Upper Primary Schools consistent with the SSA norms should be correspondingly reflected in the Recruitment rules while category of PG Master for the five identified subjects at the secondary level   is included in the Recruitment rules.
Presently, the recruitment of teachers in School Education is done through 75 percent direct employment and 25 percent by promotion. For direct recruitment, preference is given to the candidates having higher qualification and those having passed M.Ed/Bed and Diploma in ETT/NTT while in promotions, Lab Assistants having passed 10+2 with three years service are made teachers.
However, the need for review of teacher recruitment eligibility norms was felt keeping in view of revised SSA framework, NCTE notification prescribing a certain set of qualifications and new category of PG Masters in five identified subjects, etc.
Taking on board different possibilities and perspectives with particular reference to the State-specific needs, the Department of School Education has proposed these amendments and invited public suggestions on these lines for the final draft.
The views on draft amendments, proposed to be made in relation to Class III category (A) and Class II, category (A) in Schedule II to the Jammu and Kashmir School Education (Subordinate) Service Recruitment Rules should reach the Department by or before October 15 this year.
