JAMMU, June 12: Several departments are not strictly adhering to the repeated Government instructions on the foreign visits of Ministers, Legislators and officers.
This has been observed by the General Administration Department headed by the Chief Minister in its latest circular.
The GAD vide Circular No.13 dated June 21, 2005 had issued instructions to all the Administrative Secretaries, both the Divisional Commissioners, all the heads of the departments and Deputy Commissioners to follow the procedure for processing the cases of foreign visits of Ministers, Legislators and Government officers as prescribed by the Government of India.
As there was no strict compliance to the instructions, the General Administration Department vide Circular No.12 dated May 24, 2013 again invited the attention of all the concerned towards the subject and enjoyed upon them to follow the instructions in letter and spirit.
However, despite repeated instructions the level of compliance has not improved and this has compelled the General Administration Department to reiterate the directions once again.
“It has been noticed that despite clear instructions on the subject, various departments are submitting proposals relating to foreign visits to the General Administration Department at very short notice as a result of which it becomes difficult to obtain the approval of the Chief Minister before the commencement of the proposed visit”, read the latest circular dated June 6, 2017.
“It is enjoined upon all the concerned to strictly follow the prescribed procedure while processing the cases of Ministers, Legislators and officers notified from time to time”, the GAD said.
