Govt instructions on Flag Code

JAMMU, May 19: The Government of Jammu Kashmir has issued circular instructions against flying National Flag on motor cars of any person, who is not enlisted under section IX of the Flag Code of India.
“It is enjoined upon all that under no circumstances, the Indian National Flag can be flown on motor cars of any dignitary/ person not enlisted under section IX of the Flag Code of India,” read the circular, issued today by the General Administration Department of J&K Government.
The statutory position on the issue has been brought to notice of all concerned for strict compliance because of a perceptible lack of awareness, not only amongst the public but also in the organizations and agencies of the Government, in regard to law, practice and conventions that apply to the display of the National Flag.
As per Section IX of the Flag Code of India, 2002, the dignitaries/public authorities, who have the privilege of flying the National Flag on motor cars, is limited to President, Vice-President, Governors and Lt Governors, Head of Indian Missions/Post abroad in the countries to which they are accredited, Prime Minister and other Cabinet Ministers, Ministers of State and Deputy Ministers of the Union, Chief Minister and other Cabinet Ministers of a State or Union Territory, Speaker of the Lok Sabha, Deputy Chairman of the Rajya Sabha, Deputy Speaker of the Lok Sabha, chairman of Legislative Councils in States, Speakers of Legislative Assemblies in State and Union Territories, Deputy Chairman of Legislative Councils in States, Deputy Speakers of Legislative Assemblies in States and Union Territories, Chief Justice of India, Judges of Supreme Court, Chief Justice of High Courts and Judges of High Courts.
