JAMMU, Feb 27: Jammu and Kashmir Government has granted its employees the “last and final opportunity” to file the Annual Property Returns (APRs) on the Property Return System (PRS) portal.
“Thereafter, no more opportunity shall be granted and action under law shall be initiated against the defaulters,” read a General Administration Department (GAD) order issued today.
The failure/non-submission of the property returns by the Government employees invites a punitive action under the provisions of the Jammu and Kashmir Public Men and Public Servants Declaration of Assets Act and Rules made thereunder. Further, the defaulting employees are considered guilty of committing criminal misconduct under the Prevention of Corruption Act and could be punished under the act. Non-submission of property returns also results in denial of vigilance clearance of the defaulting employees.
As per the fresh order, now the employees shall be allowed to submit their APRs through online mode with effect from February 28, 2023 to March 10, 2023.
Pertinently, vide circular number 52-JK(GAD) of 2022 dated December 22, 2022, followed by notification dated January 25, 2023, all the employees working under Jammu and Kashmir Government were advised to file their property returns for the year 2022 on the PRS portal, from January 1st 2023 to January 31, 2023. But many employees failed to submit their property returns within the stipulated timeline and thus made a default in the mandatory process. Further, various employees got themselves registered on the portal but didn’t submit their property returns, thereby causing a default in the submission of their details.
Later, the matter was considered in the General Administration Department and it was decided to grant a last and final opportunity to the defaulting employees to file their property returns within the stipulated time period.
“Those employees, who had registered themselves on the PRS portal but didn’t submit their property returns, can also submit their APRs now besides the unregistered employees as well,” said the GAD order.
“It is further enjoined upon all the Controlling Officers/DDOs to ensure compliance with regard to filing of property returns by all the defaulting employees of their department. Further, the Administrative Departments shall also assess the progress in this regard,” the order further said.
