Govt forms J&K Advisory Board on disability matters

Expert committee to reserve posts for disables

JAMMU, Nov 27: Under the Rights of Persons with Disability Act, 2016, the Government of Jammu and Kashmir has constituted J&K Advisory Board on disability matters and also formed an Expert Committee to identify posts in the establishments, which can be reserved for such category of persons.
The Advisory Board, headed by Minister in charge/ Advisor to Lt Governor in charge of the Social Welfare Department as ex officio Chairperson, is comprising 16 Administrative Secretaries of various departments as the members besides 20 others nominated by the Government and three representatives of Chamber of Commerce & Industry, Jammu/Kashmir.
The UT level Advisory Board shall advise the Government on policies, programmes, legislation and projects with respect to disability and develop a policy to address the issues.
It shall recommend steps to ensure accessibility, reasonable accommodation, non-discrimination for persons with disabilities, services and the built environment and their participation in social life on an equal basis with others. It shall also monitor and evaluate the impact of laws, policies and programmes designed to achieve full participation of persons with disabilities.
Meanwhile, the J&K Government issued a separate order for constitution of Expert Committee under the Rights of Persons with Disability Act, 2016.
The committee, headed by Administrative Secretary, Finance Department as its Chairman, shall identify posts in the establishment, which can be held by respective category of persons with benchmark disabilities in respect of the vacancies reserved for the disabled by the Government. It shall also undertake periodic review of the identified posts at an interval not exceeding three years.
The Advisory Board as well as the Expert Committee shall be serviced by the Social Welfare Department.
