JAMMU, Dec 24: The Government of Jammu and Kashmir has impressed upon all the Administrative Departments to ensure timely processing of the Select/Wait list to their logical conclusion within the validity period prescribed under rules.
A circular in this regard was issued today cautioning the departments to refrain from recommending such cases laden with procedural delays for relaxation to the General Administration Department.
As per the service jurisprudence, the relaxation in the Rules has to be done very judiously and under extremely exceptional circumstances so as to withstand the scrutiny of law, reads the circular, adding that relaxation in the rules cannot be claimed as an unflagging right.
The circular observes that in spite of the statutory requirements to conclude the selection process in a time bound manner, it has been noticed that inordinate delay in taking place in the departments in operating the selection list/waiting list and in the process, the selection/wait list expires/loses it validity.
