NEW DELHI, Jan 4: Government is examining Sub-Categorization of Other Backward Classes (OBCs) under Article 340 of the Indian Constitution.
This was disclosed here today by Union Minister of State (Independent Charge) Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh while responding to a Private Member’s Resolution moved by Dr Vikas Mahatme of BJP, which was followed by a two-hour long discussion in which members from different political parties participated.
Dr Jitendra Singh informed the House that a Commission to examine sub-categorization of OBCs has been constituted with Justice (Retd.) G. Rohini as its Chairperson. In addition, the Commission consists of four more members, he informed.
The Commission, said Dr Jitendra Singh, which has been asked to submit its report by May 31, 2019, will primarily focus the extent of distribution of benefits of reservation among the casts or communities included in the broad category of OBCs, will work out mechanism, criterion, norms and parameters in a scientific approach for sub-categorization within such OBCs and will also take up the exercise of identifying the respective casts, communities or sub-casts or their synonyms in the Central List of OBCs. The inferences and conclusions drawn by this Commission’s Report will reinforce Government’s objective to achieve greater social justice and inclusion for all through sub-categorization of OBCs, he said.
Dr Jitendra Singh said, the Modi Government is fully committed to ensure equitable growth of every section of society. He recalled that it was on the instructions of Prime Minister Narendra Modi that a Constitutional provision was introduced for a separate Commission for Backward Classes.
After Dr Jitendra Singh stated that the Commission to examine sub-categorization of OBCs is gathering its inputs from all quarters, from all sections of the society and even from different States and Union Territories, Vikas Mahatme, who had moved the resolution, agreed to withdraw the same. The member was also suggested by Dr Jitendra Singh to furnish all the observations and inputs gathered by him before the Sub-Categorization Commission headed by Justice Rohini.
