JAMMU, Jan 10: The Government of Union Territory of Jammu and Kashmir has issued directions for early start of manpower audit in all the departments as similar exercise in respect of Secretariat Subordinate Service employees has yielded encouraging results in the context of effective utilization of available human resources.
The necessity of conducting manpower audit in each department/organization of the Government of Jammu and Kashmir was felt soon after the bifurcation of erstwhile State into two Union Territories and accordingly the issue was debated in numerous meetings chaired by earlier and present Chief Secretary.
As such an exercise is aimed at assessing the effectiveness of all human resource policies, procedures and activities performed by the individuals working in the departments, the Government, in the first instance decided to conduct manpower audit in respect of Secretariat Subordinate Service employees, official sources told EXCELSIOR.
During this exercise nearly 100 employees in different departments in the Civil Secretariat were found in excess and accordingly they were shifted to other departments particularly those which were demanding manpower from the General Administration Department, they disclosed, adding in respect of Secretariat Subordinate Service employees the manpower audit has been conducted twice as advised by the Chief Secretary.
“These surplus employees were detected on the basis of usage of e-office launched in the Civil Secretariat. These employees had either no work or very little to do especially after electronic mode of handling official work was started”, sources said, adding “if nearly 100 surplus employees can be detected in Civil Secretariat what could be the status in respect of departments outside can be easily gauged”.
“As it is not possible for in-house committee of the General Administration Department to conduct manpower audit in respect of all the departments of the Government of Union Territory of Jammu and Kashmir a High-Level Committee comprising of senior bureaucrats has already been constituted and the same is in the advance stage of finalizing the agency for manpower audit in respect of all the departments”, sources said.
In a recent meeting chaired by Chief Secretary Dr Arun Kumar Mehta it was revealed that High Level Committee has taken presentations from some companies which had evinced interest in conducting the manpower audit and shortly one of them will be selected for conducting the vital exercise in professional manner by utilizing scientific tools, sources said, adding the committee is also in the process of finalizing the framework for optimum utilization of staff available with various departments/organizations and will oversee the conduct of manpower audit across various departments.
“There are many functions that take place in any department such as recruitment, deployment, training, promotions etc and manpower audit will help to improve these functions by identifying the available prospects so that the departments can exploit it and become more successful”, sources said, adding “the manpower audit also serve as a tool for enhancing the performance of available manpower for better outcomes”.
It is for the first time in Jammu and Kashmir that serious attention is being paid towards manpower audit. Similar announcements were also made by previous Governments but the exercise remained confined to the official files only. Under the guidance of Lieutenant Governor Manoj Sinha the administration has taken several important steps including the use of Information Technology towards human resource management.
Some of these initiatives are Smart Performance Appraisal Report Recording Online Window (SPARROW), Online Property Return System (PRS), Vigilance Clearance System (VCS), Employees Monitoring Portal (EPM) and Employees Verification System (EVS) and all these steps are aimed at bringing transparency in the functioning of the administration.
