Govt directs Departments to refer all vacancies for recruitment

JAMMU, May 27: The State Government has directed all Departments to identify vacancies in all categories and immediately refer them to Public Services Commission (PSC), Services Selection Board (SSB) and all other recruitment agencies. Subsequently, the Government was likely to advise all Recruitment Boards to issue notifications of recruitment before imposition of Model Code of Conduct (MCC) for the Assembly elections by the August end or September start.
Official sources told the Excelsior that the Government wants to advertise as much posts as possible through the recruitment agencies before the announcement of Assembly elections to contain anger among the youth, which voted heavily against National Conference-Congress coalition candidates in just ended Lok Sabha elections.
“The Government wants to advertise around 40,000 posts in different categories including adhoc and casual appointments in the next three months. The decision was aimed at ending the strong resentment among the youth against very less job opportunities available in the State,” they said.
They added that the Government has directed the Departments to expedite the process of referring all vacancies in all categories (gazetted, non-gazetted and Class-IV) and refer them to the concerned recruitment agencies within the minimum possible time so that they are advertised well before imposition of the MCC for the Assembly elections.
It may be mentioned here that the Recruitment Boards can hold written tests or interviews for the vacancies advertised before the MCC but can’t publish the selection lists. Moreover, the Boards can’t advertise any post once the MCC is enforced.
The Government has reportedly fixed the target of advertising about 40,000 posts including those to be filled up on adhoc basis in the next 100 days action plan for the unemployed youth.
Admitting that it wouldn’t possible for the recruitment agencies to fill up all posts within the 100-odd days, sources said the Government wants to make it sure that all vacancies available with the Departments were at least advertised before imposition of the MCC for the Assembly elections.
“Even advertisement of available posts would send a positive message to the youth even if they were filled up over a period of time as the recruitment agencies had to take a lot of time in conducting written tests and interviews,” sources said.
They added that the Home Department was also weighing the options of raising a couple of more battalions of police or, at least, setting the process in motion for recruitment well before imposition of the MCC.
Apart from regular appointments, the Government has also mooted a proposal to go for adhoc appointments in some sectors immediately to fill up the vacancies. The process of adhoc appointments can be completed in short time than regular appointments, they said.
Sources said the Government would raise qualifying age for unemployed youths from 37 to 38 only if it opted for increase in retirement age of the Government employees.
The Government was weighing all pros and cons before announcing slew of measures listed as “damage control exercise” after the NC-Congress debacle in the just concluded Parliamentary elections.
It may be mentioned here that the Government had scrapped New Job Policy, which had rendered the fresh recruited employees as daily wagers, within days of its debacle in the Parliament elections in which NC-Congress coalition had lost all six Parliamentary seats in Jammu and Kashmir.
