Govt delegates powers in Estates Deptt

JAMMU, July 26: The Government today delegated the powers in Estates Department, which is held by Chief Minister Mehbooba Mufti.
As per an official order issued today, the Chief Minister (Minister Incharge Estates) will hold powers on all policy matters, construction of new/additional officer and residential accommodation for employees, allotments under discretionary quota, matters involving relaxation of rules and allotment of new accommodation in favour of Ministers, legislators, officers holding the rank of Secretary and above.
The Chief Secretary will have the power of allotments of residential quarters for gazetted officers, hiring of hotel accommodation and private houses for move, non-move employees and allotment of office accommodation in Civil Secretariat.
The Principal Secretary to the Chief Minister will have powers of allotment in respect of non-gazetted employees, coordination cases, all financial matters, extension/change of accommodation in favour of Ministers, legislators, Constitutional dignitaries and senior officers of the level of Secretary and above and procurement of all items falling outside the rate contract for purchases in the Civil Secretariat and grant of administrative approval for construction in respect of new, additional residential accommodation and renovation in individual cases as per book of financial powers.
The Director Estates will have the powers to change allotments in respect of officers/officials as per requirement, regularization of occupation of residential quarters/sets, allotment of hotel accommodation in favour of move, non-move employees, release of funds under approved schemes, issuance of NDCs and appointment under SRO-43 cases which don’t involve any relaxation of rules.
