Govt constitutes PMU to monitor health care services in J&K

JAMMU, Aug 19: Government of Jammu and Kashmir today constituted a Programme Monitoring Unit (PMU) to monitor and evaluate health care services in the Union Territory.
“To oversee and monitor various health care services in the Union Territory of Jammu and Kashmir, sanction is hereby accorded to the constitution of Programming Monitoring Unit (PMU) which shall be headed by Director Coordination, New Government Medical Colleges, J&K,” said an order issued today by Financial Commissioner, Health & Medical Education Department, Atal Dulloo.
The order further said that the PMU shall work under the overall supervision of Administrative Secretary, H&ME Department and it shall be located in the Civil Secretariat complex (Jammu/Kashmir) as the case may be. As per the order, the officers/officials posted in PMU shall report to Director Coordination for further duties.
“The PMU shall coordinate with Directorate of Health Services and Principals of Government Medical Colleges for providing adequate medical facilities at all the health centres with special focus on Primary and Community Health Centres across the UT of J&K,” the order reads.
It further said that the PMU shall also monitor the functioning of Health Care institutions especially primary, secondary and tertiary care health centres across the UT of J&K and also obtain reports of work done, shortages, if any, viz-a-viz manpower and submit the detailed report along with scope of improvement.
The order stated that the PMU shall oversee functioning of various National Health Programmes, obtain monthly reports from all concerned quarters and submit the same to the authorities after compilation. Besides, it shall also be responsible for obtaining quarterly and annual reports on compliance of directions of National Green Tribunal from all HoDs and its submission to State/Central Pollution Control Board in a time bound manner.
“It shall extend all technical assistance with regard to the ongoing/future projects wherever required and shall coordinate with Union Ministry of Health & Family Welfare, Directorates of Health Services and Principals of Government Medical Colleges for getting medical/machinery supplies especially ventilators and their installation, etc,” reads the order.
It further said that the PMU shall also collect COVID-19 related information like availability of logistics, equipments, ventilator supported beds, etc in COVID health institutions and submit report on daily basis.
Consequent upon the constitution of PMU, Dr Harjeet Rai (Medical Officer), Divisional Nodal Officer, NHM Jammu and Dr Shahid Hussain (Medical Officer), NTPHC Sidhra have been transferred and posted as officers on special duty in Health & Medical Education Department. They shall work in the PMU and their salaries shall be drawn by Director Health Services, Jammu against available post(s).
Further, Dr Ravinder Pal Singh, Surveillance Medical Officer, World Health Organization, will work as Nodal Officer, in addition to his own duties.
