JAMMU, Nov 18: J&K Govt Employees & Workers Joint Action Committee (EWJAC) has alleged that the Government betrayed the clerical cadre employees by not honouring its commitment to remove pay anomalies despite agreement.
In a meeting of the Joint Action Committee of the employees held here today under the presidium of Sushil Sudan, Subash Verma, Babu Hussain Malik, Suresh Sharma, Yash Paul Sharma and others, the speakers strongly criticized the State Government for not honouring its commitment. They condemned the Omar Government for deliberately betraying the employees of the cadre and ignoring their long pending demands. They pointed out that during agreements of 2009, 2010 and 2011, it was committed by the Government to remove pay anomalies and a committee was also framed which completed it task and gave its recommendation but the Government did not act.
They pointed out that Government has changed the basic qualification and the service rules for clerical cadre from time to time. At present the basic qualification for direct recruitment to the post of Junior Assistant is Graduate and certificate course in computer applications along with 35 words per minute speed in typing which was earlier Matric with 35 wpm speed but the grade of Junior Assistant is still 3050-4910 inspite of higher education. After the 5th Pay Commission, the pay scales of patwaris teachers, medical assistants, stock assistants etc whose qualification was also 10th or 12th , were upgraded from this grade to Rs 4000-6000 but the clerical employees were deprived of this benefit. They said that the Govt should stop step motherly treatment with the clerical cadre.
They demanded that pay anomalies be removed without any more delay; daily rated, casual and need base workers be regularized; 50 DA be merged with pasic pay, medical allowance be enhanced from Rs 300 to Rs 1000, two DA installments of 10 % and & 7 % due from January and July this year be released. They also demanded reorganization of Estates Department.
Prominent among others present in the meeting included Bharat Bhushan, Parshotam Sharma, Nazir Ahmed Bhat, Maheshwar Sharma, K C Dubey, Rinku Gill, Sewa Ram Rathore, Jaswant Singh, Vipin Kumar, Darshan Magotra, Davinder Singh, U S Pathania and Ashok Singh.
