JAMMU, Feb 16: In a move to address immediate staffing needs, the Lieutenant Governor Administration has announced a one-time exemption for departments to issue executive orders, superseding Circular 20-JK (GAD) of 2023.
This exemption, valid for six months, allows departments to fill gaps in existing recruitment rules or establish new ones for critical posts lacking formal guidelines.
Under the new directive, departments must identify crucial positions requiring immediate attention, providing clear justifications for executive orders.
Proposals for such orders must now undergo scrutiny by the ARI & Trainings Department and the Law Department before submission for approval.
Moreover, the ARI & Training Department will furnish guidelines and checklists to aid administrative departments in preparing proposals for concurrence.
The authority to approve these Executive Orders aligns with existing protocols for recruitment rule formulation, as per Government Order 810-JK (GAD) of 2020.
In a related development, the Finance Department will review its advisory dated March 25, 2023 (FD-Code/106/2021-03-698), potentially easing constraints on referring critical vacancies to recruiting agencies where recruitment methods have been established through executive orders.
