Govt accords sanction to constitution of State Project-e-Mission Team

SRINAGAR, Oct 5: The State Government has accorded sanction to constitution of State Project –e-Mission Team for project management and monitoring –e-District Mission Mode Project.
The order in this regard was issued by General Administrative Department (GAD) here today. The team will be headed by Administrative Secretary, Information Technology Department as Mission Leader. Its other members will be Chief Executive Officer, Jammu & Kashmir e-Governance Agency, one representative each from Finance Department and Planning & Development Department, State Informatics Officer, National Informatics Centre, J&K and representatives/HoDs from concerned departments to be invited by the Mission leader as per requirement.
The team will oversee the implementation and monitoring of the scheme, to review financial and technical progress of the project, to prioritize the departments and services for which e-district project needs to be implemented, to assess the progress of work on the project and to advice the project execution team on new directions/approach and ensure its smoother progress and link up with the work going on elsewhere in the country, for full utilization of capabilities available in the country, to examine specific request from State/ State Nodal Agency regarding changes in the sanctions and to make recommendations thereon for the consideration of the empowered Committee and to ensure advance action regarding completion  of the project establishment of facilties, its utilization and transfer of know how etc for successful replication.
It will also review the deliverables of the agencies involved and amend the deliverables if required, keeping in view the project objective, to examine and enable the progress of implementation of BPR and change management, to review and approve the RFP, bid process management for selection of state PMU and implementation agency, to manage capacity building and training plan, to exercise strategic control as per guidelines issued by DIT, to ensure certification from STQC or its empanelled agencies before services go live and to ensure support during operation and maintenance period.
