SRINAGAR, Nov 27: Former Union Minister and veteran Congress leader Prof Saifuddin Soz has alleged that Governor SP Malik has been issuing contradictory statements.
Justifying his point, Soz said, ” A news channel asked me today, that J&K Governor Satyapal Malik had made two contradictory statements in the same breath today and it wanted to know which one I thought to be correct.”
“Governor Satyapal Malik first said that Governors had the compulsion to do things at the behest of the Central Govt and then he said- I dissolved J&K Assembly on my own.”
” I told the news channel that what Governor Malik said initially was his natural response and what he said next was expected of him by the Central Government. Governor occasionally forgets that people know what he does in normal course, has two aspects- technically, he has to do things within the pleasure of the President of India. But, in practical terms, he does things at the behest of the Central Govt,” Soz added.
He said the general run of Governors in India have been doing that business at the behest of the Central Govt. Fortunately, the system has taken notice of the fact that the Supreme Court of India in recent history on the vagaries of Governors have established the fact through its judgments on Utrakhand on Mar 27, 2016 and Arunachal Pradesh on 13 July 2016, where the Supreme Court rejected the imposition of President’s rule through unconstitutional decisions of the Governors. It is another thing that Mehbooba Mufti does not seem to be inclined to go to the Apex court to challenge Governor’s decision, Soz said.
