While the employees’ leaders including Ram Kumar Sharma, Pardeep Kumar, Rafiq Ahmed Khaniyari, P S Chib, Parshotam Sharma, Prem Singh Bawa, Yash Paul Sharma, Marks Gill, Babu Hussain Malik, Civil Sectt N-G Employees Union leaders Rouf Ahmed & Mushtaq Ahmed and Civil Sectt Low Grade Employees Union leader Mohd Maqbool and others attended the meeting, the JCC leaders including Abdul Qayoom Wani, Gafoor Dar, Ganesh Khajuria and others boycotted the meeting.
The meeting had been called Chief Secretary and Commissioner Secretary GAD Sheikh Mushtaq Ahmed. Government representatives- Special Secretary GAD Mr Chib, Director Code and representative from ICICI Bank were present. The employees’ leaders out-rightly rejected the mandatory Mediclaim proposal for all Government employees stating that employees were unable to pay huge amount every year. They said the Government was paying only a small portion of the share while employees were being asked to bear the excessive burden.
They pointed out that the benefits to employees under the scheme have also been reduced, moreover, an interest of nearly Rs 80 lakh generated per annum out of this nearly Rs 250 cr amount will likely to go into the pockets of middlemen. They said that this proposal was not acceptable to the employees and it should not be binding on all of them. The meeting therefore, remained inconclusive.
Meanwhile, the JCC leadership decided to stay away from the meeting. Senior leader of the JCC, Qayoom Wani told the Excelsior that its leadership yesterday decided to stay away from any meeting with Government till their demands are met. He said Government had given Sept 30, 2012 as last deadline to address employees’ pending demands. On this assurance the JCC had suspended its agitation/ strike. Now, hardly ten days are left but no progress has been seen in this direction.
Mr Wani alleged that holding of such a meeting at this juncture, was just an attempt of the Government to divert the attention of the employees from their basic issues. He said Government should first address employees pending demands. It should also enhance Medical allowance of employees from Rs 300 to Rs 1000. He said the JCC will be forced to resume the strike if the Government failed to honour its commitment.
