GAD approval required for foreign visit

JAMMU, July 19: The State Government today impressed upon all the Administrative Secretaries to ensure that the proposals involving deputation/visit of officers for undergoing training programmes or other official work outside the country are submitted to the General Administration Department for obtaining prior approval of the competent authority.
A circular in this regard was issued today with an  observation that some Departments depute officers outside the country for training programme at their own level without approval of the GAD, which tantamounts to violation of the official instructions making the concerned officers liable for action.
Pertinent to mention that vide Circular number 22-GAD of 2006, dated 30-08-2006 and 21-GAD of 2017, dated 06-06-2007, detailed instructions regarding visit of Administrative Secretaries and below to places outside the State/country, have been issued.
