JAMMU, Nov 6: All India Backward Classes Union (AIBCU) expressed hope that Prime Minister Narendra Modi will fulfill his promise by implementing the Mandal report.
Addressing a press conference, president of the union Abdul Majid Malik said that the union is eagerly waiting to narrate their views to PM about the policy being adopted by BJP for the State OBCs.
“Having full faith in PM, State OBCs tried their level best to uproot the treacherous NC-Congress regime as it has looted the due share of 27 per cent reservation vide Apex Court’s Judgment of 1992 on Mandal Report inspite of the “Magic Solution” available within the judgment”, he added.
He said that the two Assembly sessions of the BJP-PDP have proved most unfortunate for the State OBCs as no deliberations were made over the redressal of the genuine demands of the State OBCs, adding that leaders of the union have brought in the knowledge of the respective Governments since 1992 for this magic solution under Para 95 of the Apex Court’s Judgment in which no category loses even an iota of its due share (including RBA and ALC) which advocates that every category is to get its share from its own category share.
He stated that besides, the reservation components which utterly annoy the State OBCs, have not been set in order, the Social Welfare Department inspite of the lapse of eight months of the Governance has not enhanced the creamy layer from Rs 4.5 lakh to Rs 6 lakh which the Central Government has already enhanced about three years back and has not issued general circular to the OSC Certificate issuing authorities (mostly Tehsildars) to renew the OSC Certificates on the basis of income certificate as caste of a person does not change. Till day the demand of one certificate on the name of OBC instead of OSC has not been fulfilled, he added.
It is very astonishing that like SC, ST, Kissan and Pahari Boards have been reconstituted, but OBC Advisory and Development Board has not been reconstituted till date, he stated.
He appealed to the Prime Minister to fulfill his promise for the implementation of Mandal report and direct the Social Welfare Minister to set all the reservation components at right at the earliest.
Among others present were Rajinder Singh, Ramesh Tak, Brij Mehra, Master Sain Dass, Puran Chargotra, Raj Kumar, TR Chingotra, Munshi Ram Basotra (Rtd ZEO), Som Nath, Vishal Salgotra, Romesh Udhampuri, Arfan Poonchi, Prof Kali Dass, etc.
