This is regarding the news “J&K to provide free drugs up to DH with 33 percent Central support” (DE 12 th March 2016 refers).J&K state bagged first place for its performance in health sector among big states in the year 2012.Tagging of No 1 state award by Jammu and Kashmir in health sector for two consecutive years was indicative of the improvement achieved in this sector by the state. Again history was created when J&K state bagged first position as best managed state in the healthcare all over the country in India today Group’s survey in the year 2015 (refer DE 7/11/2015).In spite of bagging 1st position in health care the then popular Governments of our state did not implement the “Free Drugs policy”. The policy was part of Govt of India’s Mission of “health for all’ and was aimed at reducing expenditure of patients on healthcare. It is pertinent to mention that all other states of the country have already implemented this policy in their states but in spite of making tall claims by the ruling political parties posing themselves as true well wishers of Aam AAdmi no previous popular Govt implemented the ibid policy. Thus our state became the last state to implement the policy today when the state Administrative Council (SAC) gave its approval. The policy will be implemented in the state wef June 1,2016 .Under this policy Centre would contribute 33% cost of drugs while 67% will be borne by the State Govt to ensure that Up to the level of District Hospitals 100% patients are covered.
It is hoped that the above mentioned policy would be implemented sincerely and there will be no constraints of funds especially the state share of 67% to meet the requirement of the enlisted drugs and the people of our state would also get the benefits of the Free Drug Policy so that the Govt of India’s Mission of “health for all” becomes successful. It is also hoped that the procurement of the drugs required for the above purpose would be made in a transparent manner at most comepetitive rates and the financial Rules and Regulations would not be flouted by the authorities responsible for procurement to avoid any scam by procuring spurious drugs.
