FD for timely payments of purchases

SRINAGAR, Nov 9: After observing pending payments related to the purchases made on Government e-Marketplace (GeM) and also that the majority of the payments have been made through offline mode without updating the same on the GeM Portal, the Finance Department today advised the Administrative Secretaries to ensure adherence to rules and regulations.
In this regard, communication has been issued here by the Department, in which all the Administrative Secretaries have been advised to direct their subordinate officers to make sure the rules concerning the purchase on the GeM as well as the process of payment is followed in letter and spirit.
The communication stated that it is mandatory for the Government Departments to purchase Goods and Services through GeM only and all the Administrative Secretaries have been advised to direct their subordinate officer to generate GeM Availability Report and Past Transaction Summary for procurement outside GeM.
As per the details that have been shared in the communication, there are 2027 registered buyers on GeM in the Union Territory of J&K, out of which over 1500 are active and around 400 are inactive. “Moreover, there are 3036 registered secondary buyers, and are all active,” the communication read.
Further, it has been stated that it has come to the fore that 24% of payments regarding purchases made on GeM are pending to date. “As per GeM rules, online payments shall be made within 10 days of the issuance of consignee receipt-cum-acceptance certificate,” the Finance Department said.
It has pulled up the Departments for making the payments offline but not updating the same on the GeM portal for the record and has directed them to carry out the processes as per the rules. It said that in the majority of the cases although the payments have been released offline, “the same has not been updated on the GeM Portal,” the communication underlined.
The communication that has been issued in this regard stated that the subordinate officers are directed to release the payments on time as per the rules and also the same needs to reflect on the GeM Portal.
“Accordingly, all Administrative Secretaries are advised to direct their subordinate officers to make timely payments while making purchases on GeM portal and update the payments made offline the same regularly,” it said.
