SRINAGAR, June 6: Chief Secretary Madhav Lal on Wednesday directed the concerned officers to involve NGOs of national level for capacity building of panchayat members as decided in a high level meeting chaired by the Chief Minister yesterday.
“In addition to IMPA and other Government agencies that are mandated for the purpose, inclusion of reputed national level NGOs will further boost up and fine tune the entire training module”, he said.
Chairing the periodic Committee of Secretaries meeting here, Chief Secretary also directed for Urdu and Hindi translation of departmental instruction manual prepared for panchayats, adding that a simple readable version for public should also be drafted and preparations should also be started forthwith for transmitting the relevant information in traditional communicable mode for easy understanding by masses using local mass media and web as desired by the Chief Minister.
Chief Secretary also advocated involving panchayats to monitor skill development initiatives in agriculture, animal husbandry, industries and other departments by establishing clear benchmarks that could be continuously monitored.
In addition to the detailed review on the status of decisions taken in previous meetings, the committee also held detailed deliberation on rationalization of staff, regular promotions, and other service related matters. For timely redressal of cases, Chief Secretary directed for declaring one or more days in a week as ‘non touring days’ for all district level functionaries.
