Engineers’ plea

Sir,
I hereby draw attention of engineers regarding considering of Assured Career Progression Scheme to be extended to Graduate Engineers retiring from A.E to Chief Engineer in the substantive grade of JE to AEE by Finance Minister in his budget speech which is a welcome step but ACP will be granted on the analogy of MACP as in G.O.I which allows upgradation of grade after 20, 20 and 30 years of continuous service.
Engineers are fighting for it for the last two decades but got just eye wash from Govt. If this ACP is implemented, AE after putting in 10 years of service will get AEE’s grade whereas in normal course AE is promoted as AEE in 2 to 4 Years in own pay and Grade and Government is considering the release of AEE’s grade in 10 Years instead of 2 to 4 years.
Similarly, AEE will get Xen’s grade after 20 Years of Gazetted Service whereas, in normal course, after putting in 12 Years of Gazetted Service, Graduate Engineer becomes Xen and Govt is giving grade of Xen after 20 Years which otherwise engineers can get after 12 Years if timely confirmed.
3rd Grade is of S.E after putting in 30 years of Gazetted Service in which 5% Engineers qualify. In nut shell it is a Taen Taen Fish for Engineers with 0% Financial implication. Doctors in our State get PB-4 after putting in 20 years of Gazetted Service and the entry level of doctors is Gazetted whereas Graduate Engineers render 10 years on an average non Gazetted Service.
Engineers Gazetted Service varies from 15 to 20 years and PB-4 should be given to engineers after putting in 17 years of Gazetted Service on the pattern of Haryana State.
Timely confirmation of services is more productive than the present proposal of ACP and it is the failure of all the governments that majority of the AEE’S and Xen’s today working in the grade of JE today which is injustice with the engineers of the State, so called architects of Modern India and need healing touch.
