Notice
Subject:-Furnishing of personal bio-data of engineers of R&B Civil/Mechanical.
Whereas, HRM branch of Public Works (R&B) Department is entrusted with regularization of engineers at different levels for which regular DPC meetings are being conducted from time to time; and
Whereas, this department on the recommendations of JKPSC/DPC issued Govt. Order No. 345-PW(R&B) of 2014 dated 31.07.2014 whereby sanction was accorded to the regularization of 16 Assistant Executive Engineers (AEEs) as Executive Engineers. However, the DPC withheld recommendations in favour of 36 engineers for their regular promotion as Executive Engineer for want of vigilance clearance in their favour; and
Whereas, 89 Assistant Engineers (AEs) (Civil) degree holders and 8 diploma holder AEs were promoted as AEEs vide Government Order No. 380-PW(R&B) of 2014 dated 20.08.2014. However, the DPC withheld recommendations in favour of 93 engineers for their regular promotion as Assistant Executive Engineer for want of vigilance clearance in their favour; and
Whereas, 59 AEEs (Mech), degree holders, were promoted as Executive Engineers vide Government Order No. 379-PW(R&B) of 2014 dated 20.08.2014. However, the DPC withheld recommendations in favour of 35 engineers for their regular promotion as Executive Engineer for want of vigilance clearance in their favour; and
Whereas, only few engineers have furnished their bio-data, which is a pre-requisite for obtaining vigilance clearance or otherwise in their favour, till date and majority of engineers have not turned up which has stalled their promotions to higher levels;
Now, therefore, these engineers, whose names have been indicated in the annexures A, B, C to this notice, are hereby informed to submit their bio-data duly authenticated by concerned HoDs/DDOs in the HRM branch of Public Works (R&B) department (Room No. 3/70, 3rd floor, Civil Secretariat, Jammu) on the prescribed proforma within a week’s time positively and enable this department to ensure their regular promotions at different levels after seeking vigilance clearance in their favour from the concerned quarters.

Subject: Appointment of Junior Stenographers in the J&K Secretariat (Subordinate) Service.
Reference: (i) Letter No. SSB/Sel/Secy/014/9209 dated 24-10-2014 from the J&K Services Selection Board, Srinagar.
Government Order No. 1273 GAD of 2014.
Dated: 31.12.2014.
In continuation of Government Order No. 923-GAD of 2014 dated 21.08.2014, issued under endorsement No. GAD (Estt) 47/99-II dated 21-08-2014, sanction is hereby accorded to the appointment of Mr. Ishrat Hussain Thoker, as Junior Stenographer, in the J&K Secretariat (Subordinate) Service, in the pay Band of Rs. 9300-34800 with Grade Pay of Rs. 4200/- with immediate effect on the following terms and conditions:-
The above appointee shall report to the Additional Secretary to Government, General Administration Department (Establishment) within a period of 21 days from the date of issuance of appointment order. In case of failure to join within the stipulated period, his appointment shall be deemed to have been cancelled without any further notice.
The appointee shall be allowed to join only on production of the following certificates in original:-
1) Academic/Technical Qualification Certificates.
2) Matriculation/Date of Birth Certificate.
3) Health Certificate issued by the Chief Medical Officer.
4) Permanent resident Certificate issued by the Competent Authority.
5) Certificates from the concerned (Deputy Director, Employment and General Manager, DIC) to the effect that no loan under self employment scheme has been taken by the appointee.
6) Relevant category certificates, if any.
The appointment of the above candidate as Junior Stenographer in the J&K Secretariat (Subordinate) Service shall further be subject to the following conditions:-
i) The appointee shall give an undertaking in the shape of an affidavit to the effect that in case adverse report about his character and antecedents is received from the Inspector General of Police, (CID), J&K to whom a reference shall be made by the General Administration Department, the candidate shall have no right to claim his appointment as Junior Stenographer and his appointment, as such, shall be deemed to have cancelled ab-initio.
ii). Verification/genuineness of the qualification certificates and the reserved category certificates from the concerned issuing authorities.
The salary of appointee shall not be drawn and disbursed to him unless the satisfactory reports in respect of (i) and (ii) above are received in his favour.
The appointee shall be on probation for a period of 02 years.
The appointee shall be governed by the “New Pension Scheme” as notified vide SRO-400 of 2009 dated 24-12-2009.
As recommended by the J&K Services Selection Board the candidate has secured 69.00 points (merit), as such, the inter-se-seniority of the appointee amongst the candidates appointed vide Government Order No. 923-GAD of 2014 dated 21-08-2014 shall be fixed separately on the basis of the merit.
The appointment of the candidate shall further be subject to the outcome of Writ Petition(s), if any, pending before any competent Court of jurisdiction.
