Employees fail to get registered on AEBAS by July 23 to lose salary

JAMMU, July 17: Taking serious note of non-adherence to repeated directions issued since imposition of Governor’s Rule, Chief Secretary has made it clear that all those employees who fail to get themselves registered on Aadhaar Enabled Biometric Attendance System (AEBAS) by July 23, 2018 will be liable for loss of salary.
This decision has been taken keeping in view the fact that large number of Government employees still don’t have Aadhaar enrolment and those who have already obtained the unique identity cards have not registered themselves on AEBAS portal thereby creating impediments in strict implementation of Biometric Attendance System.
In order to ensure punctuality in the Government offices and establishments, it was decided by the Governor N N Vohra to immediately implement Biometric Attendance System and accordingly a Government Order No. 288-F dated June 22, 2018 was issued for strict compliance by all the concerned.
It was specifically mentioned in the order that no salary or wages would be drawn in favour of the Government employee of any category for the month of June 2018 onwards unless they have enrolled themselves in Biometric Attendance System.
The instructions vis-a-vis strict compliance to Biometric Attendance System were reiterated thereafter in the official meetings as well as through formal communications a number of times but level of compliance remained dismal, official sources told EXCELSIOR.
Keeping in view certain technical difficulties and clarification on certain issues, some sort of leniency was shown and time beyond June 22 was given for strict compliance by all the concerned. However, there are still thousands of Government employees, who have either yet not opted for Aadhaar enrolment or registered themselves on Aadhaar Enabled Biometric Attendance System even after possessing Aadhaar.
This has been viewed very seriously by the Government with Chief Secretary dashing a wrong worded communication to all the Administrative Secretaries and Deputy Commissioners regarding biometric attendance of all Government employees.
In the Communication No. PS/CS/108/2018-971-S of Chief Secretary B V R Subrahmanyam dated July 17, 2018, the copy of which is available with EXCELSIOR, it has been mentioned that General Administration Department and Information Technology Department have from time to time issued circular/instructions asking employees to get themselves enrolled for Aadhaar and also get themselves registered on the Aadhaar Enabled Biometric Attendance System in a time bound manner.
In order to facilitate the Aadhaar enrolment of the employees who are without Aadhaar, the Information Technology Department has already identified dedicated Aadhaar enrolment centres in all the districts, the details of which have also been shared with all the concerned for ensuring that Aadhaar enrolment of left out employees is done in a time bound manner.
“It has been observed that the progress on Aadhaar enrolment by employees, who still don’t have Aadhaar and the registration of employees on the AEBAS platform by employees having Aadhaar is very slow. There is huge gap which needs to be covered immediately”, read the communication of the Chief Secretary.
“I would like all the Administrative Secretaries and Deputy Commissioners to take up this task on a mission mode and ensure that all the Government employees under their control who don’t have Aadhaar to get their Aadhaar enrolment done by July 23, 2018 for using AEBAS”, the Chief Secretary said.
Similarly, all employees who already have Aadhaar must get themselves registered on AEBAS portal by July 18, 2018. “Any employee not enrolled on Aadhaar by July 23, 2018 will not be on the Biometric Attendance System and liable for loss of pay, the Chief Secretary has categorically stated in the communication.
“While steady progress is being made with the registration of employees on the AEBAS, a commensurate increase is not visible on the marking of attendance and this is a matter of serious concern for the Government”, sources said while disclosing that against over 1.4 lakh registered employees only 38,000 have marked attendance on Aadhaar Enabled Biometric Attendance System thereby revealing the level of non-compliance to the repeated directives of the Government.
