Elevation of Judges

Sir,
This refers to the front page news item,’SC Collegium approves elevation of 3 judicial officers as J&K HC judges'(DE Feb.21).
While none of our constitutional institutions is ideal,the judiciary,especially the higher judiciary was expected to be better than other institutions, as it was considered to be the watch dog and saviour of the poor common man.It is tragically unfortunate that our judicial system has failed the common citizen and the speedy justice is next to impossible.The higher judiciary may be dealing or even deciding some high profile cases on priority but the cases of our common people generally outlive the appellants .
The alibi that the courts are short of judges is a lame excuse. Even if it is the reson;who other than the judiciary itself, is responsible for the shortcoming.
The news item shows that the sloth system of appointments takes not months but years to process the appointment cases. In order to safeguard the interests of the common citizen, who should hold the highest rank in a democracy, the entire judicial system of the country needs thorough and basic reforms.The proposal of creating an Indian Judicial Service and a monolith Judicial Commission of India is a progressive idea.No public institution including judiciary should have absolute authority.
