ANANTNAG, Dec 12: The Core Group under the supervision of Chairman District Legal Service Authority (DLSA), Anantnag in a report submitted to the Executive Chairman State Legal Service Authority, Justice Virender Singh of the J&K High Court has recommended a comprehensive relief package for the fire victims of Frislana village of tehsil Pahalgam.
The Core Group led by Chairman District Service Legal Authority Anantnag ( Principal District & Sessions Judge), Abdul Rashid Malik, accompanied by other members including Chairman Tehsil Legal Service Committee Aishmuqam (Munsiff Judicial Magistrate), Chief Medical Officer Anantnag, vice president District Bar Association A’nag Reyaz Ahmed Khan, advocate Khalid Amin Bichoo Retainer Lawyer District Legal Service Authority, Howvaid Nissar Khan, Retainer Lawyer TLSC, Syed Mudasir Retainer Lawyer DLSA and Syed Shabnum, Retainer Lawyer DLSA, Anantnag, visited village Frislana on December 10, 2012 to assess on the spot situation relating to victims of fire which had engulfed the village on November 26 midnight in which 58 structures including 46 residential houses were gutted.
The purpose of the visit was to ensure immediate help by Government and NGOs to the victims, coordinate the activities of different departments, supervising the distribution of relief material, construction of temporary shelter, health care, needs of women and children, construction of damaged dwelling houses, cattle sheds, ensuring availability of food, medicines, drinking water etc. besides organizing legal awareness programme for the fire victims.
After interacting with the fire victims and taking stock of over all situation, the members of the Core Group made certain recommended to the Executive Chairman State Legal Service Authority Mr Justice Virender Singh. Though the Group expressed satisfaction over the steps taken by the Government in coordination with the District Administration for the relief and rehabilitation of the fire victims at Frislana in Pahalgam, yet it strongly recommended a comprehensive relief package for these victims on the part of Government. The Group further stressed for augmentation of the medical facilities, deployment of round the clock ambulance there in view of harsh cold conditions as many villagers have left shelterless and taking refuge at other houses, government buildings etc.
The visiting group members pointed out that school going children have lost books, stationary and the local Middle School be made functional with proper heating arrangements and Social Welfare Department be directed to provide books and stationary to children. A local Anganwadi Centre was also gutted in the incident and it should also be made functional. Though Revenue teams have almost completed the assessment of losses, yet the losses of cattle should also be covered under the compensation/ relief. Voter I-Cards/ Ration cards, revenue records, birth/ death/ category certificates etc of the villagers which were damaged in the fire incident, be made on priority basis.
It further recommended that a link road be construction to the damaged site on war footing as there was no direct link. The locals have projected demand of upgradation of local Middle School to the High School level and it should be considered. Social Welfare Department has great role to play in mitigating the sufferings of the old, handicapped, widows, disabled, women and children. It was recommended that Tehsil Legal Services Committee will provide free legal service to the fire sufferers and the district administration should ensure that the debris of the damages structures is removed as early as possible to avoid inconvenience to the fire sufferers.
