Distribution of relief

Sir,
Kashmir Valley has been ravaged by worst ever floods of the century with most of Srinagar city lying submerged under flood waters for the last one week.The secessionist conglomerate Hurriyat Conference has simply melted away and their whereabouts remain unknown.However they are trying to mark their presence by provoking some people to pelt stones at army personnel engaged in flood relief operations.
Moreover winter is about to set in Valley which is going to add up to the woes of flood affected people.Once the water recedes completely the people will have job at hand to assess damage to their life and property.There is possibility of epidemic diseases like cholera spreading in the Valley.So the people will be too much engrossed in rebuilding their lives to pay any attention to the rantings of Hurriyat leaders.
The GOI has announced a grant of one thousand crore rupees for relief operations in the State.But there is grave apprehension the funds will be misappropriated and won’t reach the real flood victims.If it so happens it will lend ammunition to Geelani & Co. to launch broadside against India.The GOI therefore would do well to distribute the relief through Central agencies in consultation with civil society members to mute the voices of dissent against India.
