Darbar move, the practice of shifting the official records on six monthly basis between the twin capital cities is unique and solitary throughout the country prevalent only in Jammu and Kashmir and involving huge expenses. The exercise involves practice of physically moving records, papers and files and necessary documents by trucks and lorries. In many a case, tampering, damaging and even misplacing of papers take place. To overcome this lengthy and even risky work, the volume of which otherwise increases gradually year by year, digitization is the only recourse, free from wear and tear, safe, easy, reliable and durable to store and more easy to retrieve. The entire job of digitization of files, papers and records of the Civil Secretariat is expected to be completed in all aspects by the end of February 2021 which is praiseworthy. We note that work on just 62000 files/papers remains to be done while 1.87 lakh files are already digitized. We trust, the timeline of February 2021 shall religiously be maintained. The next step should be switching over to e-office to feel the advantages of the popularising of Information Technology and the resultant better performance and delivery mechanism.
