DHSK attaches CMO Budgam

SRINAGAR, Oct 17: The Directorate of Health Services, Kashmir (DHSK) has attached the Chief Medical Officer (CMO), Budgam pending an inquiry which has been ordered after several complaints were received against the official over time.

In this regard, a detailed order issued by the authorities stated that a complaint against Dr. Tajamul Hussain, Incharge Chief Medical Officer Budgam, was forwarded to this Directorate by the Administrative Department…and accordingly, an inquiry committee was constituted which made several recommendations.
The recommendations stated that Dr. Tajamul Hussain, incharge Chief Medical Officer Budgam, needs to be directed to change his attitudinal tendencies in the interest of administration being a Government servant meant for the public at large and patient care in particular.
The Administrative Department, the order stated, taking cognizance of the referred report of the inquiry committee requested the DHSK office to advise Dr. Tajamul Hussain, CMO Budgam to remain patient for the public hearing and contribute to redressal of genuine grievance with utmost diligence vide letter date 28-10-2020.
“Dr. Tajamul Hussain did not change his attitudinal tendencies but adapted his own ways as is evident from the below-mentioned orders which he chose not to implement…the concerned CMO directed the BMO Nagam and BMO Khag not to entertain the transfer order dated 27.09.2022,” the order read.
It stated that an explanation was served to him for non-compliance with the orders of this office in terms of communication no. DHSK/Est-3/1-133/12749-55 dated 27-09-2022. “Whereas, a reply was received in this office from Dr. Tajamul Hussain, I/C Chief Medical Officer Budgam which was found unsatisfactory.”
Whereas the order stated, it was also pointed out by District Fund Office, Bandipora that the said CMO while being posted as CMO, Bandipora has fraudulently drawn excess 7th pay commission arrears to the tune of 11.50 lakhs and credited into your GP fund account whereas only 3.50 lakhs were due to him.
“In addition…a complaint has been received in LG’s Grievance cell on 03-06-2022 on the ground that he has drawn excess 7th Pay commission arrears to the tune of Rs 503227 and the same has been forwarded to this Directorate by the LG’S Grievance cell.”
The DHSK said that recently, one more complaint against Dr. Tajamul Hussain, I/C Chief Medical Officer Budgam has been received by the Administrative department from the female staff of Medical Profession and the same has been endorsed to this Directorate by Administrative Report…for submitting a detailed report in the matter and the contents of the complaint reveal that he has not changed his attitudinal tendencies.
“The CMO concerned has not changed his attitudinal tendencies, as a result of which the department has been defamed,” the DHSK said.
The order issued stated that in view of multiple complaints and non-compliance of the orders shown by Dr. Tajamul Hussain I/C CMO Budgam and pending inquiry into the matter, “Dr. Tajamul Hussain I/C CMO Budgam is hereby attached with the office of Chief Medical Officer Ganderbal.”
At the same time, Dr. Lahoot Hasan, I/C District Health Officer Budgam has been directed to look after the routine work of the Chief Medical Officer Budgam till proper arrangements are made by the Government.
