JAMMU, Jan 24: Deputy Speaker, Nazir Ahmed Gurezi has asked the Secretary Assembly to identify the officer who has given wrong information to him regarding the SRO 105.
The Deputy Speaker passed these orders during the debate on grants of Ministry of Industries and Commerce after the NC MLA, Mohammed Akbar Lone contradicted him saying that the information given by Deputy Speaker to the House that he (Lone) had not submitted the report on SRO 105 as yet was wrong. The NC MLA informed the House that he had already submitted the report as the Chairman of the Committee.
On verification the Deputy Speaker came to know that the report has been already submitted. Later he asked the Secretary Assembly to identify the officer who has given the wrong information so that action will be taken against him.
The issue was raised when the debate on grants for Industry and Commerce Ministry were being discussed in the House this afternoon.
The issue of SRO 105 was raised by Congress MLA G M Saroori who said that the Government is giving contracts to outsiders for extraction of minerals in the State and a House Committee had been constituted which gave recommendations that non State Subjects may not be granted the mining lease in the State.
The Industries and Commerce, Minister Chander Parkash Ganga said that Government has also stated that the locals will be given preference in mining lease.
Lone, while intervening said that he has since submitted the report as the Chairman of the Committee. However after initial verification the Deputy Speaker said that Lone has not submitted his report so what will be tabled in the House.
The MLA asked the Deputy Speaker that he should first confirm it properly whether the Committee has submitted the report or not. After verification Deputy Speaker said the report was submitted and tabled also. He said now House has to decide its fate.
Taking serious note, Lone showed his concern saying earlier the Deputy Speaker said that the report has not been submitted and this way it was a question mark on the Chairman and the members of the Committee. The action may be taken against the officer who misled the Deputy Speaker who in turn gave wrong information in the House.
Deputy Speaker later informed the House that he has given instructions to the Secretary to see who gave wrong information to him so that the action can be taken against the concerned officer.
It may be recalled that the report of the Committee on revocation of SRO 105 headed by Lone was tabled in the House on June 29, 2016. In its report the Committee had recommended revocation , from beginning of the Statue Regulatory Order that had a provision of granting mining lease to non State subjects.
The report of the Committee reads “Jammu and Kashmir Minor Mineral Concessions, Storage, Transportation of Minerals and Prevention of Illegal Mining Rules, 2016 issued vide SRO 105 of 2016 dated March 31, 2016 be revoked ab- initio”
During the debate on grants of Revenue, Disaster Management and Floriculture Ministries, the Deputy Speaker reprimanded a senior Government Officer of Floriculture Department Kashmir sitting in officers gallery for using the phone in the House and issued directions that she should be removed from the official gallery immediately .
The Deputy Speaker said that every one should maintain decorum in the House. “The officer is behaving as if she is sitting in her office,. He asked who is this officer and remove her from gallery immediately”.
Later on the intervention of the Minister of Revenue, Javed Mustafa Mir who sought an apology on behalf of the officer, the Deputy Speaker allowed her to take her seat in officers gallery and she returned to the gallery.
