This refers to the news item’ Government to denotify non deserving RBA villages’ (DE, March 27, 2015).The statement of the Minister for Social Welfare and Forests in the Legislative Assembly that the Government would denotify all such villages which donot deserve to remain in the category of RBA,should be taken in the right earnest.There is no doubt that the villages which lack facilities such as road connectivity and other modern facilities should be included in the notified backward areas and the residents of such villages should be provided due reservation in the government jobs but at the sametime those villages which were included as backward areas a long time ago but where the modern facilities of road connectivity, health, education and other such facilities have now been provided by the Government should be denotified as the backward areas.What happens is that once a village is notified as backward area, it continues to be included in backward area years after the provision of facilites and development.
Therefore, it is imperative that such villages are denotified as backward villages and those crying for basic facilities are notified as backward areas.It is also heartening to read that the State Commission for the Backward Classes will have a new head very soon and that timely action on the representations of the people regarding the inclusion of their aread in the backward area category strictly as per the laid down criteria shall be ensured. At the same time the officers/ officials selected on the basis of RBA category should be posted in such area for a minimum of seven years as provided in the RBA Act so that the residents of these villages can avail of their services to improve their lot.
Surprisingly,many officers and employees selected on the basis of RBA category manage their postings and transfers in or around cities thus violating the provisions of RBA Act and depriving the people of the backward areas of their right to utilize their sevices.Strict instructions need to be issued to the concerned officers to adhere to the provisions of RBA Act while ordering transfers and postings of the officers/officials selected/ promoted on the basis of RBA Category and those acting in violation to these instructions need to be dealt with strictly so that the RBA Act is implemented in letter and spirit.
