Denial of arrears to pensioners

Sir,
The first woman Chief Minister of Jammu and Kashmir State has carved a niche in the hearts of senior pensioners of the State who attained the age of 80 years and above, by giving them additional pension at the times when they are badly in need of money for their medical treatment.
The SRO No. 138 Dated 25-04-2016 clearly indicates that the additional pension shall be payable from the first of the month in which the pensioner attains the prescribed age. The essence of the said SRO can not be changed/withdrawn without the consent of the competent authority who issued the SRO.
But it is  a murder of justice that under the circular, the benefit of additional pension has been given from the date of SRO viz 25-4-2016 which is nothing less than taking off  a piece of cloth (Coffan) put on the dead body to fetch a few coins from the market because the amount of money saved by the bureaucrats by denying the arrears to such pensioners is very very negligible as we can hardly find such like aged persons in the living society. This needs reconsideration.
