DC orders closure of industrial unit for flouting pollution norms

KATHUA, Aug 7: Taking stern action against specific complaints regarding un-authorized operation of M/s Aman Paper Mills, SICOP, Industrial Estate at Kathua, District Magistrate, Dr. Raghav Langer today ordered closure of the unit.
Moreover, a joint inspection team of Legal Metrology, Industries and Commerce, Fire and Emergency Services, PDD, Labour and Employment, State Pollution Control Board and Revenue Department tried to conduct surprise inspection at M/s Aman Paper Mills but the management/ caretaker of the unit intentionally locked the unit from inside and as such inspection of the said unit could not be conducted.
It was also came to notice of the District Magistrate that the unit is flouting the norms of Water(Prevention and Control of Pollution) Act, Air (Prevention and Control of Pollution) Act and is operating in an unauthorized manner without installation of proper Pollution Control Devices(PCDs).
Besides other deficiencies OCEMS (Online Continuous Effluent Monitoring System) was not installed and the ETP was also not functioning properly. Furthermore, the unit had not got any license/NoC from the Fire and Emergency Services department and verification certificates of weight and measures installed in the Industrial unit were found missing, thereby violating Legal Metrology Act and corresponding rules.
Accordingly, to prevent the unit which comes under Red category for further causing damage to the environment and jeopardizing the human life and public health, it was sealed by the orders of District Magistrate Kathua with power connection and water supply connection snapped on immediate basis.
