DB seeks details of ambulances

JAMMU, Sept 5: In a Public Interest Litigation (PIL) filed by Bar Association Doda through its president seeking directions to Union of India and J&K State for taking effective steps to check road accidents across the State in general and Chenab Valley in particular, Division Bench of State High Court comprising Justice Dhiraj Singh Thakur and Justice Sanjay Kumar Gupta issued notices to Chief Secretary and National Highway Authority of India.
After hearing Advocate Syed Asim Hashmi for the PIL, DB observed, “counsel for the petitioner submits that the ambulances, which are presently deployed are not equipped with the life saving equipments and the paramedical staff and if fully equipped ambulances are deployed a number of lives can be saved”.
“The issue is very serious as such Chief Secretary is directed to file affidavit on this issue within a period of two weeks”, DB directed, adding “affidavit has been filed by the Inspector General of Police, Traffic and counsel for the petitioner is granted two weeks time to respond to the same”.
“It is deemed appropriate and necessary to incorporate National Highway Authority of India (NHAI) as a party respondent in the present case”, DB said and directed Registry to issue notice to NHAI as also counsel for NHAI for filing response within two weeks.
DB also granted two weeks time to Advocate Parimoksh Seth appearing for Union of India to file response.
After going through the status reports filed on behalf of the Deputy Commissioner Ramban, Deputy Commissioner Doda and Deputy Commissioner Kishtwar wherein details have been given with regard to the number of ambulances that have been deployed at various places on the National Highway and State roads, DB granted two weeks time to counsel for the petitioner to assist the court on a legal issue as to whether in case of repeated offences with regard to over-speeding, over-loading and other traffic violations by the drivers, their vehicles could be seized and their licences revoked for bringing about discipline among them.
