JAMMU, Apr 4: Division Bench of State High Court comprising Chief Justice N Paul Vasanthakumar and Justice Dhiraj Singh Thakur today directed Commissioner Secretary Forest Department to issue order banning sale/purchase and use of plastic/synthetic Chinese sharp kite strings called ‘Manja’ in the State within a period of one week from today.
The direction was issued in a Public Interest Litigation (PIL) filed by Save Animal Value Environment through its chairperson Devinder Kaur Madaan.
After hearing Senior AAG Seema Shekhar, the DB observed, “in view of non-issuance of notification/SRO inspite of the recommendations made by the State Pollution Control Board to the Department of Forests, Environment & Ecology, human beings are put to dangerous situations apart from animal and birds by the plastic/synthetic Chinese sharp kite strings”.
“This court being protector of lives of human, animal and birds is bound to grant the prayer as sought for in the writ petition”, the DB said and accordingly directed the Commissioner Secretary, Forest Department to issue order banning sale/purchase and use of plastic/synthetic Chinese sharp kite strings within a period of one week from today. “The implementation of ban order shall be monitored through all the District Superintendent of Police and the Station House Officers of the Police Stations”, the DB said.
