CUK to be constructed in Ganderbal only: Minister

SRINAGAR, Oct 10: Law and Parliamentary Minister, Basharat Bukhari, today assured the Legislative Assembly that the Central University Kashmir will be constructed in Ganderbal and there is no proposal to shift it.
The Minister said this after MLA Ganderbal, Sheikh Ishfaq Jabbar’s concern over the delay in starting the work for the CUK.
Replying to a Calling Attention Notice by Sheikh Ishfaq Jabbar, the Minister of State for Education, Priya Sethi earlier informed the Assembly that after taking the possession of land at Ganderbal, the Central University Kashmir initiated various construction activities at the campus.
“While executing the preliminary construction, survey works, the University faced certain challenges at the campus site primarily due to the poor quality of soil for construction purposes. The site has a low load bearing capacity and is traverse with many water channels. The water table is close to the surface with many springs sprouting from it. The University authorities are facing difficulty even in conducting the soil test, as the equipment for the purpose (Hydraulic Rig) can’t reach to the bore-hole location”, the Minister said.
Sethi said, the University authorities have started construction on the two blocks of the pre-engineered buildings at the campus site at an estimated cost of Rs. 21.00 crore, which are likely to be completed by the end of the financial year 2015-16. “Besides the tenders have already been floated through executing agency NBCC Ltd. for chain link fencing, construction of peripheral road and area grading (110 acres) with an estimated cost of Rs. 64.00 crore”, she said.
The Minister informed the House that there have been frequent hindrances by the locals in the construction, allied works, whose land has been acquired for establishment of the Central University of Kashmir at Ganderbal.
Sethi said that the Central University, Kashmir was allotted by the MHRD, Government of India in the year 2009. “The State Government was asked to provide land free of cost to the University. 4024 kanals 2 marlas (503 Acres) land was handed over to Central University Kashmir in Ganderbal on 10.02.2011, 18.08.2011 and 12.12.2012. All other functions including creation of infrastructure / staff etc is purely the prerogative of the Central University of Kashmir”, she said.
