Excelsior Correspondent
JAMMU, July 20:  A meeting of College Teachers Association (CTA) was held under the chairmanship of president, Prof D S Manhas,   to discuss the recent notification issued by UGC regarding regulations on minimum qualifications for appointment of teachers and other academic staff in universities and colleges and measures for the maintenance of standards in higher education dated 18-07-2018.
The Association observed that various steps have been taken by UGC in favour of the college teachers. UGC has amended the API system and replaced the API system by Annual Performance Assessment Reports. As per the regulations maximum 20 percent of faculty strength can avail study leave for Ph D separately from other leaves.
It has further restored the advance increments for Ph D and M Phil as well as increments for Ph D during service as were given in UGC regulations 2010.The college Principals have been now designated as Professors and after serving the tenure of Principal they will join their respective colleges as Professors.
As   there has been no exemption of requirement of Ph D qualification for promotion as Associate Professor for those College Teachers who are in the Selection Grade, the Association demanded that those college teachers who have completed their selection grade by ending 2018, should be exempted from having Ph D degree as a condition for promotion as Associate Professor.
