CS reviews progress of RFD

JAMMU, Dec 12: High Powered Committee headed by Chief Secretary, Mohammad Iqbal Khandey today reviewed the progress of RFD for the Year 2013-14, under which each department provides a summary of the most important results that a department/ Ministry expects to achieve during the financial year.
The main purpose is to move the focus of the department from process-orientation to result-orientation, and provide an objective and fair basis to evaluate department’s overall performance at the end of the year.
Chief Secretary received brief on departmental RFD from respective Administrative Secretaries, reflecting the vision, mission, objectives and functions of the department in the document which forms the basis for monitoring, reviews and performance and evaluation regarding the implementation of programmes.
As many as 30 departments presented their RFDs for the Year 2013-14, out of which 29 were approved by the High Powered Committee in today’s meeting with direction from the Chief Secretary for uploading the same by 31st December 2013 on Results Framework Management Software (RFMS) and also on their departmental websites.
The departments were also asked to submit the year end evaluation report on the progress during the year 2013-14 by May 1, 2014.
The Jammu and Kashmir has recently received the Award of Excellence for the most expeditious implementation of Results-Framework Document (RFD) at State level from the Union Government.
