JAMMU, Mar 9: Chief Secretary, B B Vyas today called on the Administrative Secretaries to accord top priority towards ensuring 100% completion of registration and mapping of relevant information of all the schemes on the Public Financial Management System (PFMS).
Chairing the meeting of the Committee of Secretaries (CoS), Chief Secretary directed the Administrative Secretaries to review the status of PFMS in their departments and submit a status note to the General Administration Department within a week.
Chief Secretary reviewed the status of Prime Minister’s Development Programme (PMDP-2015) and commitments made by the Chief Minister. He asked Administrative Secretaries to submit item wise Utilization Certificates against work done under PMDP to access more funds from the Union Government besides stressing upon prioritizing implementation of the Chief Minister’s commitments.
Progress in regard to the implementation of the Prime Minister’s directions including those related to Sustainable Development Goals (SDGs) set out by the United Nations were also discussed with directions from the Chief Secretary to closely monitor the implementation of these 17 goals and 169 targets. In India, NITI Aayog is overseeing the SDGs and has selected and scheme wise mapped the 63 indicators for regular monitoring.
In regard to discontinuation of interviews for recruitment to junior level posts, the Committee was informed that interviews for 7440 posts have been dispensed with and more such posts for the purpose are being identified.
Chief Secretary directed Administrative Secretaries to refer the vacancies as have accrued in their departments on 01.01.2018 to the General Administration Department within a week, so that the same are referred to the recruitment agencies viz JKPSC & JKSSB. He also asked Administrative Secretaries to ensure timely holding of DPCs of employees.
Chief Secretary also reviewed the status of disposal of public grievances, settlement of SRO 43-cases, Aadhaar Enabled Bio-Metric Attendance System (AEBAS), cases relating to adhoc/consolidated/ contractual employees, disposal of pending departmental enquires, up-dation of departmental websites and web-based file tracking system.
