CS reviews bio-metric attendance, RTI compliance of departmental websites

JAMMU, Apr 24: Chief Secretary, B.B.Vyas today chaired a meeting to review implementation of non-Aadhaar based bio-metric attendance, WFTS, RTI compliance of websites and online filling of Annual Performance Reports.
Administrative Secretaries, Home, GAD and IT, besides other officers from concerned departments participated in the meeting.
Taking account of the RTI compliance of websites of various State departments, the Chief Secretary directed the Administrative Secretaries to ensure that the works regarding this are completed immediately, failing which, disciplinary action will be taken against the nodal officers for those departments. He also directed the departments to update the web based file tracking system.
Regarding the non Aadhaar based Biometric attendance, the Chief Secretary directed the departments to ensure compliance on instructions in this regard and make sure bio-metric attendances for employees are marked regularly. Failing to adhere to this will result in withholding salaries for those employees.
Besides, the meeting also reviewed the implementation of Public Financial Management System (PFMS) and Direct Benefit Transfer (DBT) scheme with the concerned officers.
Later, the Chief Secretary chaired a meeting of Empowered Committee regarding approval of medical reimbursement cases of Kashmiri migrants.
Taking cognizance of each case presented before the Committee for approval, the Chief Secretary directed for necessary action for eligible cases under the ambit of prescribed rules.
Meanwhile, Chief Secretary reviewed progress on Aadhaar Enrollment and related issues in the State.
Divisional Commissioner Jammu, Divisional Commiss-ioner Kashmir,   Secretary School Education, Secretary IT, besides other officers from concerned departments, representative from the office of Chief Post Master General, J&K, SLBC were present in the meeting.
Secretary Information Technology Department Saugat Biswas, apprised the meeting that as per 2011 census, till date, 80% enrollment has been done in J&K, with the remaining number primarily comprising age groups (0-5) and (6-18).
Taking note, the Chief Secretary directed the concerned departments to gear up and complete the works for enrollment of Anganwari beneficiaries (age 0-5), and school students (age 6-18).
The CS directed the departments to ensure that all procured machines for Aadhaar enrollment are deployed to their designated locations and activated within this month. He asked the UIDAI to undertake examinations for certification of Aadhaar operators and complete the process by the end of this month.
Further, directions were issued for compiling a detailed list of all Aadhaar enrollment facilities made available at various locations functioning under multiple departments. He asked the district administrations to extend all necessary support to facilitate these activities.
The representative of SLBC apprised the meeting of performance of banks for Aadhaar enrollment.
The Chief Secretary directed the SLBC to ensure that the non-performing banks, that have been accorded the mandate, take up enrollment immediately.
